Developed countries have achieved great success in the application of e-management as a result of clear strategies and smart investment in the infrastructure of information and communication technology, through the activation of policies characterized by a high degree of democracy, transparency and participation of members of society in decision-making, which led to the need to apply e-management in the Arab countries and adopt information and communication technology as an input to provide services better to beneficiaries, and the study dealt with some global and Arab experiences for the application of e-management. The study concluded that the success of e-governance in the Arab countries is linked to the success in managing comprehensive social, economic and cultural development, investing in the development of information and communication technology infrastructure, and spreading e-culture among members of society.
