This study aims to identify the role of the United Nations in managing third gulf war 2003 and to assess its effectiveness. Also, the study depended on the inductive method, and observation as a main research tool in order to induce the political reality and reach an objective judgment regarding the role of the United Nations. The study concluded that the way the crises was managed was restricted by the dialectical relationship between power and legitimacy. So, we concluded that a major country like USA used the law through the United Nations in consistent with its interests in the name legitimacy.
