Abstract

The methodology for measuring the impact of legislation is one of the best contemporary practices in legislative development, as it is a mechanism for measuring the benefits and costs of legislation before its issuance. "This methodology has been applied in most European, American and Asian countries since the mid-seventies. The study is divided into three main axes: the theoretical framework of the methodology for measuring the impact of legislation, and deals with the definition, historical context, objectives, forms and structure of the methodology for measuring the impact of legislation, within a comparative framework. Tools and mechanisms for applying the methodology for measuring the impact of legislation, regulatory and institutional requirements within a comparative framework of international practices, the challenges of applying the methodology for measuring the impact of legislation, and the basic requirements for its success.
