The role of parliaments in supporting democratic development in emerging democracies Lessons learned for the Egyptian House of Representatives (2015-2020)

Abstract

The world is witnessing more changes toward broader democracy and more extensive debate about the mechanisms and the components of the democratic transformation. The attention of most researchers has focused on macro factors and the impact of external and cultural factors on the consolidation of the democratic transformation and have not given the important impact of the evolution of the role of Parliament in this transformation. Whether, in terms of the ability of Parliament to exercise its legislative and regulatory functions, in terms of the constitutional, legal and regulatory framework governing its powers, the political will to activate its role, or in terms of changing the stereotypical image of it among the public, and finally in terms of factors assisting members in the exercise of those functions.
The research problem is to figure out how many parliaments contribute to the process of supporting democratic transformation and development in emerging democracies? To monitor the most prominent roles, lessons learned and best Practices; the study also seeks to present a perception of how useful these experiences can be in activating the role of the Egyptian Parliament (2015-2020) in the democratic transition.
The study is divided into three sections: First is to deal with definitions, trends of studying the role of parliaments in the upturn and decline, and the literature of the parliamentary study in the Arab context, in addition to the role of parliament in promoting and supporting democratic development in comparative experiments. Second reviewed the components of a democratic parliament in accordance with contemporary experiences. Third deals with the lessons learned and challenges facing activating the Egyptian Parliament role in supporting the democratic development, with an analysis of the Council membership structure. The conclusion presented the most meaningful conclusions and recommendations for activating the role of the parliament in the democratic change.
