Abstract

This study seeks to develop a theoretical framework for analyzing Egypt's strategy in combating terrorism a significant threat. The problem of the research lies in the absence of a theoretical framework that defines an efficient strategy that eliminates terrorism and determines the extent of Egypt's success in implementing it. This study represents the first of its kind to analyse and develop a theoretical framework for the counter-terrorism strategy. The study relies on the system analysis approach. The study sets a strategy that aims to surround terrorism till a wide-ranging confrontation is made. This is a result of a new approach to the mechanism of combating terrorism adopted by Egypt due to the challenges imposed. Egypt exited the list of the top ten affected by terrorism. Egypt ranked eleventh for the year 2018 compared to the year 2017 where it ranked ninth. Thus, it is now vital to reconsider policies used due to the change from the soft power to the hard power as a result of the outcome of security efforts.
