International attitudes towards foreign fighters returning from ISIS: An analytical study of the legal and political issues raised regarding return

Abstract

The issue of foreign terrorist fighters has preoccupied all official and informal international institutions due to its seriousness and repercussions on regional and international security, and the study has sought to analyze the phenomenon in its various dimensions, and to know what legal and political challenges it raises. The study found that the phenomenon is not new to the international arena, but its danger is mainly represented in its growth clearly and clearly, and the extension of its impact on all aspects, not only the security aspect, which calls for the need to adopt comprehensive policies to confront it without limiting itself to security and military dealings, also found that the Middle East region is the most vulnerable to the threat of these foreign terrorist fighters, especially in light of the reluctance of their countries to receive them, and the desire of them to remain in conflict areas in the hope of restoring their influence
