Abstract

 The international envoy is used as one of the most important diplomatic means in the field of resolving or settling international conflicts. The settlement of international conflicts and crises aims to establish international peace and security. Here, this paper sheds light on the international envoy from the point of view of international relations, unlike the legal aspect that confuses the envoy with other international functions and tasks, and without slipping into the study of specific cases or envoys themselves, the term "international envoy" in international relations must be liberated, through Defining it and determining its characteristics, and standing on the classifications and types of envoys, and their success and failure factors, away from the rigidity of dealing with the position in international law, and before judging specific cases as successful or unsuccessful, which is what this paper attempts to answer by trying to theoretically root the international envoy and his role in Settlement of international conflicts.
