Abstract

The continuation of settlement policies represents an obstacle to the right of the Palestinian people to self-determination. as well as an obstacle to the establishment of a Palestinian state in the future; The process of building Israeli settlements is based on geographical and economic exploitation. to the Occupied Palestinian Territory, and the demographic Judaization of the population, and this fact is well established; Among the aspects of this exploitation are the confiscation of large areas of land, the destruction of Palestinian property for use in construction and agricultural purposes, the plundering of water resources, and the seizure of tourist and archaeological sites.
After the signing of the Oslo Agreements in September 1993, and the emergence of the Palestinian National Authority in 1994, new variables emerged with an important impact on the environment and mechanisms of Palestinian development. Economic dependence on Israel, and according to the Oslo Agreements, this administration possessed important administrative and economic tools to manage and direct the development process and influence it, which did not continue because of the continuous settlement policies on the Israeli side, which had a great impact on the establishment of the Palestinian state geographically, demographically, economically and in security.
