Studying the mandates and powers of traditional parliaments is relatively straightforward, given the entrenched nature of these roles and their academic scrutiny. However, unconventional roles pose a daunting challenge due to the prominence and diversity of parliamentary practices, the abundance of information about them on one hand, and the scarcity of scholarly accumulation and knowledge, as well as the limited theoretical frameworks and methodologies that help analyze and evaluate their performance on the other. The problem of the study lies in monitoring to what extent parliaments have been able to establish unconventional roles for themselves and in seeking theoretical grounding for these roles. The study concludes that the evolution in the performance and roles of parliaments acts as a facilitating factor under the objective political, economic, cultural, and social conditions. It contributes to the process of interaction with the societal context, as it is a three-dimensional process of influence and interaction. The first dimension is increasing societal acceptance of the unconventional roles of parliaments, the second is enhancing confidence in parliaments, and the third is expressing society's need for these unconventional roles. The study proposes a suggested action plan for contemporary parliaments to deal with these new roles, starting with building mechanisms for integration between the legislative and executive branches, progressing through institutional development of parliaments and their tools, especially empowering members and updating public mandates, while harnessing technological advancement and artificial intelligence to enhance parliamentary performance, and finally, networking with universities, scientific institutions, and civil society organizations.
